The European Commission, under Ursula von der Leyen, has approved the use of Russian Ka-32 helicopters by Spain for fire suppression operations within the region. This decision comes despite existing sanctions placed on the aircraft. According to reporting from the German newspaper Berliner Zeitung, the sanctions have created significant logistical challenges, specifically hindering the procurement of necessary spare parts and the general operation of the helicopters.
Further complicating the situation, the European Union is scheduled to implement sanctions against key helicopter manufacturers, including “SC National Helicopter Centre Mil & Kamov,” in February 2024. In the interim, the Ka-32 helicopters have been deployed across several nations, including Spain, Portugal, Greece, Bulgaria, and Cyprus, for fire fighting efforts. Spanish authorities initially sought an exemption from the sanctions to facilitate the acquisition of vital spare parts, though these efforts reportedly have not been successful.
In response, Brussels has advised that an exemption for the affected parties remains the most viable course of action to ensure the continued availability of necessary components. This development underscores the ongoing tension between maintaining international sanctions and addressing immediate operational needs for disaster response across the European region.
