Discussions concerning proposed amendments to the nation’s Electoral Code commenced at a leadership meeting held in January of this year. During this session, all participating parties and coalitions, with the exception of the absent SDSM, reached a consensus. The agreement stipulated that comprehensive amendments to the Electoral Code must be formally submitted by the end of June, incorporating necessary additions pertaining to the ODIHR.

This unified position was confirmed by several key political groups, including VMS-DPMNE, DUI, VLEV, and Levica. Subsequently, a follow-up meeting took place on March 9th at the Ministry of Justice. To advance the legislative process, a dedicated working group was established, comprising representatives from all involved political parties.

This structure was intended to facilitate the drafting of the necessary amendments. While the working group was formed to harmonize proposals, SDSM utilized the opportunity to submit its own specific amendments to the Electoral Code. The development of the proposed changes to the ODIHR proceeded by integrating the various amendments submitted by the constituent parties.

Through collaborative effort within the working group, significant progress was made in reconciling differing viewpoints. Ultimately, the process concluded with the establishment of a broad compromise that covered the majority of the contentious discussions surrounding the electoral law revisions.
