An investigation into the healthcare sector, prompted by concerns regarding payment structures, vouchers, and the provision of services, has highlighted systemic issues within the Macedonian health system. The findings, which were shared with the European Union and the Association for Emancipation, Solidarity and Equality of Women, focused on preventing potential scandals in the field. The report detailed the remuneration provided to staff, noting the low salaries paid to 410 health workers and 21 directors of public health institutions.

These salary discrepancies and payment methods prompted an assessment of corruption risks. When questioned about corruption, the survey revealed a widespread perception among staff. A significant 84% of health workers stated that corruption is either a common occurrence or widespread within their professional sector.

However, when asked about personal involvement, only 14% admitted to being personally implicated or knowing of corruption within their specific institution. The data suggests a palpable level of suspicion regarding corruption among healthcare workers. While the findings indicate that the institutional structure bears the largest burden concerning these issues, the core concern remains the integrity of the payment system and what safeguards are necessary to ensure ethical practices.

The results underscore a significant gap between the perceived prevalence of corruption and the willingness of staff to admit personal involvement.
