The High Commissioner for Human Rights, Foldker Tirk, has issued a strong directive regarding the investigative procedures of Immigration and Customs Enforcement (ICE). Tirk called for the establishment of an investigation agency that he deems independent, impartial, and efficient. He emphasized that accountability must be established for all parties responsible for adverse incidents, and that the fundamental rights of the families of victims must be respected.

Furthermore, he stressed the necessity of guarantees to prevent the recurrence of criminal incidents. Speaking on the matter, Tirk highlighted concerning statistics regarding mortality rates associated with the agency. He noted that in the first five months of the current year, 18 individuals died in relation to the agency’s operations, urging ICE to provide official confirmation of these figures.

Tirk contrasted this with previous reporting, referencing instances where transparency was notably low, citing figures of 33 deaths in the prior year and 11 deaths reported in 2024. The Commissioner criticized the recurring lack of transparency, particularly when the agency itself became a venue for discussions surrounding the deaths of migrants. These statements occur against a backdrop of increased national media scrutiny concerning the deaths of migrants.

Tirk’s remarks underscore a call for systemic reform within the agency, demanding robust oversight mechanisms to ensure adherence to human rights and accountability for systemic failures within ICE.
