In January 2025, an individual identified as English, a resident of Massachusetts, was arrested at the U.S. Capitol following allegations concerning a planned attack. According to reports, English had informed law enforcement that he harbored intentions to harm an individual named Besaint on the date of Besaint’s confirmation hearing before the Senate.
During the investigation at the Capitol, authorities recovered several items, including two improvised explosive devices, a lighter, and a knife. Following the incident, the case proceeded to court. Judge Rudolf Contreras ultimately ruled that the planned attack had an “exceptionally low or unsteady” probability of success, citing among other factors that Besaint was not present at the Capitol when the improvised explosive devices were detonated.
During his testimony before the court, English maintained that his intentions were never to cause harm. He further stated that he was struggling with drug addiction at the time of the incident. The court proceedings centered on the evidence found and the timing of the alleged threat relative to the individual’s actual location.
The ruling by Judge Contreras addressed the feasibility of the plot given the circumstances surrounding the day the devices were set off.
