Access to sun loungers and sunbeds on beaches in Crna Gora has seen a change in regulations, according to the TZG. Under the Agreement for the use of the sea for the 2026 season, the provision of free access is restricted exclusively to citizens of Crna Gora. Purchasers are now obligated to grant this complimentary access to local residents upon presentation of a valid identification document.
This policy represents a departure from previous years. Historically, the benefit of free use was extended to all visitors, encompassing both domestic and foreign tourists. Furthermore, in past iterations, purchasers were required to charge a fee for the services provided.
Adding to the evolving guidelines, a recent notice posted on a beach in Sutomorje indicated that free use of a sunbed would be limited to 17 hours, contradicting prior understandings that suggested no payment was necessary for usage. The director of the “Sea Good” NGO, Mladen, has addressed these changing rules, highlighting the shift in accessibility. While the current agreement specifies a benefit solely for citizens, the variance from previous inclusive policies suggests a tightening of rules regarding public beach amenities.
Tourists, therefore, should note that the free access benefit is not currently available to them under the terms set for the upcoming season.
