During an inspection conducted in December 2025 by the National Preventive Mechanism (NPM) at the National Prosecutor’s office, attention was drawn to the Forensic Department of the Psychiatric Hospital “Deyrishar.” The review focused on twenty convicted individuals who were not diagnosed with a significant mental illness. According to the deputy prosecutor who oversaw the process, serious doubts were raised concerning the legal status of these individuals. Specifically, concerns were noted regarding whether the ongoing legal proceedings and the length of the hearings had successfully prevented their incarceration.
The deputy prosecutor further detailed that the current operational environment within the department presents considerable difficulties for its functioning. The facility’s health personnel are reportedly being required to undertake tasks that fall outside the scope of their therapeutic responsibilities, adding undue strain to their workload. The inspection highlighted systemic issues affecting patient care and institutional management within the Deyrishar facility.
The findings underscore a divergence between the medical needs of the patients—particularly those whose conditions do not qualify as a severe mental disorder—and the administrative processes governing their confinement. These observations suggest that the current protocols are creating operational challenges for the medical staff tasked with managing both therapeutic care and administrative duties related to the convicted population.
