The armament became the top priority for many countries, including nuclear weapons. According to the Stockholm International Peace Research Institute (SIPRI), nine countries are modernizing and expanding their arsenals by 2025. New nuclear warheads have been introduced, along with additional systems for low-yield launching, which can carry both conventional and nuclear warheads.
Among these, missiles and cruise missiles are examples. In his annual report for 2026, the peace investigators indicate a trend: more countries are re-testing nuclear weapons for national defense. Titj Eraeste, an investigator in the SIPRI program for weapons for mass destruction, illustrates this with an example: the Finnish and Russian programs are re-testing nuclear weapons for national defense.
