The Overnight Criminal Investigation Department (NKKR) of St. Nicholas has formally submitted a criminal complaint to the Main Prosecution Office (MPO) of St. Nicholas concerning an individual identified as D.P., aged 39, residing in Skopje.
The charges relate to the alleged commission of “unlawful work in the service,” specifically citing violations under Article 383-b of the Criminal Code. According to information provided by the Ministry of Interior, the investigation pertains to D.P.’s tenure spanning from November 18, 2022, to August 21, 2024. During this period, D.P.
held the position of chairman for the Commission responsible for evaluating the implementation of conditions in the single room, a role overseeing medical cannabis programs within the Ministry of Health. The department alleges that D.P. unlawfully withdrew from the assigned service duties.
Furthermore, the complaint outlines a secondary violation concerning regulatory compliance. Under the Control of Prohibited Drugs and Psychotropic Substances Act, the law mandates that individuals in this capacity must organize a minimum of two official controls within the timeframe commencing from their appointment or election. Failure to adhere to this statutory requirement constitutes an additional basis for the criminal inquiry.
The filing of this comprehensive complaint formalizes the legal action taken by the NKKR. The prosecution office is now tasked with reviewing the evidence to determine the validity of the charges regarding dereliction of duty and failure to meet mandated regulatory oversight protocols within the public health sector.
